John Orr, Cofounder and CEO
John is an active duty Civil Engineer Corps officer and dual-credentialed engineer and project management professional whose 17-year career represents a rare combination of large-scale operational leadership, defense financial management, and hands-on construction expertise. Currently serving as the Public Works Officer at Naval Base Coronado — overseeing a 350-person workforce and a $500M+ annual portfolio across nine geographically dispersed sites — John has operated at every level of the construction and facilities management enterprise, from commanding 450 Seabees in expeditionary pier construction, to directing daily operations on the Navy's highest-priority $613M dry dock recapitalization, to briefing the Secretary of the Navy and Chief of Naval Operations before Senate and House Appropriations Committees on a $6B Military Construction portfolio. He holds an MBA with Distinction from the Naval Postgraduate School, a BS in Ocean Engineering from the United States Naval Academy, and is both a licensed Professional Engineer and certified Project Management Professional.
Thomas Orr, Cofounder and President
Thomas is a seasoned construction professional with over 35 years of experience spanning senior project management, field superintendence, and purchasing across some of the most demanding commercial, federal, infrastructure, and institutional construction programs in the industry. A U.S. Navy Seabee veteran and holder of both a BS in Construction Management and an MBA, Thomas has delivered projects ranging from $1M to $200M with firms including Turner Construction, EW Howell, Kulka LLC, and Collier County Government — a portfolio that includes a $200M federal courthouse, a $150M pharmaceutical expansion, a $75M high school, and a $65M airport terminal renovation. What distinguishes Thomas above all is his mastery of constructability reviews — a discipline he has applied rigorously across every phase of his career to identify design conflicts, sequencing problems, and specification gaps before they ever reach the field. Where most construction professionals measure their value in projects delivered, Thomas's most significant contribution is often invisible: the change orders that were never written, the delays that never happened, and the budget overruns that were caught on paper instead of in the field. Across a career spanning more than three decades and hundreds of millions of dollars in construction value, his proactive constructability process has conservatively saved millions of dollars in avoided modifications, reduced contractor claims, and protected owner budgets — making him one of the most cost-effective assets any project team can bring to the table before a single shovel breaks ground.
